What’s the difference between skin care product OEM quotes? Breakdown of active ingredients, dosage forms, packaging materials and testing costs

Even if two skin care product OEM quotations have the same unit price, the actual delivery may be completely different. Some only report the contents and filling, while others include bottle packaging, printing, testing, filing assistance, loss and packing. A truly effective price comparison is not about looking for the lowest number, but about putting formula, packaging materials, quantities, quality standards, entitlements and delivery boundaries into the same cost sheet.

1. Unify the quotation caliber first, and then discuss whether it is expensive or not.

Before comparing prices, fix product specifications, net content, target quantity, packaging material structure, printing process, testing items, delivery location, taxes and trade terms. For the same 30ml essence, if one quotation uses a universal dropper bottle, and another uses a vacuum pump and multi-layer decoration; one does not include the outer box and testing, and the other does, the unit price is not directly comparable.

It is recommended that suppliers split their quotations into eight columns: content, direct packaging materials, outer packaging, processing, testing compliance, mold fees, logistics taxes and other expenses, and indicate the tax-included status, currency, quantity ladder, validity period and payment terms.

  • Product caliber: category, dosage form, net content, formula version and target specifications
  • Quantity caliber: filling quantity, packaging material purchase quantity, loss reserve rate and acceptable short overflow packaging

2. The cost of contents does not only depend on the ingredient list

The cost of contents is determined by raw material procurement specifications, purity or standards, suppliers, added amounts, losses, minimum purchase packaging, storage conditions and processes. Active ingredients with the same name may have different concentrations, carriers, compounding systems and quality documents, and comparisons cannot be made based on marketing names alone.

High dosage does not automatically equal high efficacy. Formulation needs to consider solubility, pH, ionicity, emulsification, preservation, odor, color and safety margins. Brands should confirm the INCI, specifications, recommended addition range, actual addition amount or disclosable range of key raw materials, and whether the relevant claim evidence is applicable to the final product.

3. Why are the process costs of essence, cream and mask different?

Aqueous essences may require dissolving, filtering, thickening and low-foam filling; emulsified creams involve heating, emulsifying, homogenizing and cooling the oil-water phase; sheet masks also add membrane cloth, folding, soaking, bagging and sealing. The more dependent a dosage form is on temperature profiles, shear conditions, vacuum degassing or special filling, the more complex production times and process control become.

When quoting, you should inquire about batch equipment, minimum input for a single batch, theoretical output, normal process losses, clearance requirements and filling speed. Small orders often have higher unit costs due to low single-batch capacity utilization, line changeover cleaning, and remaining material apportionment.

4. Packaging materials are the most easily underestimated cost variable.

Direct packaging materials include bottles, cans, hoses, pumps, nozzles, droppers, gaskets and inner plugs; external packaging includes labels, cartons, instructions, inner trays, sealing films and shipping boxes. The more structures there are, the more nodes there are for procurement, assembly, inspection and loss. Vacuum pumps, droppers and spray pumps also need to focus on output, suction back, leakage and compatibility with the formulation.

Decorative processes such as spray painting, silk screen printing, hot stamping, heat transfer printing, labeling and multi-color overprinting can also change costs and delivery times. Don’t just ask ‘how much does this bottle cost?’, but also confirm the ownership of the mold, the color confirmation method, the printing fee, the minimum printing volume, the loss rate, the ownership of the remaining packaging materials and the consistency of the replenishment order.

  • Direct contact with materials: materials, suppliers, dimensional tolerances and compatibility

5.MOQ How quantity ladders affect unit costs

The minimum input quantity of the contents, the minimum purchase quantity of the container, the printing minimum order quantity and the packing quantity are usually different, and the project MOQ It should be determined by the maximum constraint and the remaining material that can be processed. Even if the factory can fill a small amount, the packaging material factory may require a higher purchase volume.

Inquiries should set up at least three quantity levels and confirm where the price changes at each level come from. Also ask who will be responsible for the remaining materials, bottles, boxes and defective spare parts, whether the remaining materials can be stored, how long is the shelf life, and whether they will continue to be used when reordering.

6. Testing and compliance fees cannot be charged in one lump sum

Common items may involve physical and chemical indicators, microorganisms, stability, packaging material compatibility, safety assessment, efficacy claim support and target market information. The specific combination depends on the category, claims, formulations, packaging materials and sales regions, and one generic report cannot cover all products.

The quotation should list the project name, sample version, testing agency, cycle, report header, scope of application and retest responsibilities. Whether the existing basic formula data can be used depends on whether the final formula, process and packaging materials are comparable.

7. Use anonymous examples to understand the real difference between low and high prices

Anonymous plan A has a lower price: it uses a common basic formula, ready-made containers, single-color labeling, and only includes content, filling and basic factory inspection; stability, packaging material compatibility, outer box and export information are additional. Anonymous Plan B has a higher unit price: it uses a semi-custom formula, vacuum pump, multi-process outer box, and includes version management, pump head screening, compatibility planning and finished product inspection. Both may be reasonable, but the service boundaries are different.

This example does not represent market prices. It explains that when comparing prices, missing items should be compensated for the total cost, and risks such as rework, delays, inventory, retesting, and color differences should be converted into manageable terms.

8. Establish the complete landed cost instead of just looking at the factory unit price

The brand budget should include development and proofing, sample express delivery, design and plate making, molds, contents, packaging materials, testing, production, inspection, warehousing, export documents, transportation, insurance, taxes and channel warehousing. Budgets for resampling, replenishing materials, losses and rectification should also be reserved.

It is recommended to use formula management: the total project cost is equal to the sum of one-time development expenses, batch value, quality compliance expenses, logistics taxes and risk reservations; the complete cost of a single piece uses the number of salable qualified products as the denominator, rather than the theoretical order quantity.

9. Twelve fields that must be asked after getting the quotation

An approvable quotation should at least answer: formula version, key specifications, net content, quantity ladder, packaging material BOM, decoration process, testing items, loss reserve rules, delivery starting point, payment node, quotation validity period and delivery location. If it involves customized formulas or molds, the ownership, exclusive scope, and post-termination treatment must also be clearly stated.

If the supplier only gives a total unit price, you can first ask them to confirm ‘what is included, what is not included, and what changes will increase the price’. Low prices without written confirmation of boundaries are often difficult to use for project budgeting and contract acceptance.

10. The correct way to reduce costs is to reduce complexity

Cost reduction can start from reducing the first SKU, share containers, reduce colors, adopt mature structures, limit decoration processes and consolidate purchasing instead of compressing necessary tests or arbitrarily lowering raw material specifications. First retain the experience and brand recognition that consumers truly perceive, and then delete the complexity that does not generate value.

Mature brands can exchange annual forecasts, rolling orders, shared packaging materials and long-term quality data for more stable purchasing conditions; start-up brands should prioritize controlling inventory and failure costs.

FAQ

Why are the prices quoted by different factories so different for the same formula?

It may come from raw material specifications, added amounts, procurement scale, process, loss, inspection, management boundaries and profit caliber, and must be compared separately.

Is a lower quote more suitable for start-up brands?

Not necessarily. Start-up brands need to control the complete landed costs, inventory and rework risks, rather than just looking at the factory unit price.

Can I purchase packaging materials myself?

Negotiation is possible, but the incoming material standards, arrival time, loss, defect liability, compatibility and quantity differences must be clearly defined.

Who should bear the cost of testing?

There is no unified answer. Project, payment, retest and failure responsibilities should be clearly defined according to product, target market and contract division of labor.

MOQ Does the larger the unit price, the lower it must be?

Typically some fixed expenses will be diluted, but inventory, warehousing, cash flow and expiration risks may increase and should be viewed in full operating costs.
